The Franco-German twinnings associate two municipalities, counties or regions, which establish friendly relationships based on a formal link (charter). This type of partnership is essential to the Franco-German dynamism. They offer different types of exchanges as well as linguistic, educational, cultural or professional. Twinnings contribute to a better mutual understanding between the two partners.
The impulse of the Franco-German twinning was born after the Second World War, when in 1950, the mayor of Montbeliard, Lucien Tharradin, former resister and survivor of Buchenwald, launched the foundations of a twinning with Ludwigsburg in Baden- Württemberg. If partnerships between towns are the oldest, twinnings between regions and counties are also developing. Today there are over 2200 Franco-German twinnings of cities, counties and regions.
The twinning between the cities of Ettlingen (Baden-Württemberg) and Epernay took place in 1953. This agreement between the two cities is one of the oldest twinnings.
At the request of the Twinning Committee of Epernay, APS will celebrate in its own way the 60th birthday of twinning with the German town of Ettlingen June 1st, 2013.

In the Lobby of the downtown Hybrid Library, a temporary office of "La Poste" will cancel mail with an illustrated memorial date stamp.
The A. P.S. proposes to the public a philatelic souvenir designed by Roland Irolla (creator of the date stamp).

The A. P.S. will share the stall of the Twinning Committee of Epernay, "place Hugues Plomb" to propose the philatelic souvenir.
